Add requirement to pass a Codility test

Rather than having this be an entry criterion to the Piscine, we want to make it an exit criterion of ITP. This better reflects completing ITP meaning you can apply the skills learnt in ITP.

Yeah, not yet decided - so definitely not the current cohort, but maybe the next one.

Good addition. The Codility test requirement is clearly documented with proper links.
This effectively shifts the requirement from entry to exit criterion, which aligns well
with validating learner skills after ITP completion.

One note: Make sure the linked resources (issue #321) are up-to-date with any recent changes.
