This PR updates the marine weather loader and restructures the output as a single GeoJSON feature that includes the regular forecast, extended forecast, wave forecast and warnings. The data structure changes bring it closer to what we currently do for CityPage Weather and allows for the GeoJSON document to more closely resemble the data structure in the source XML.
It officially adds a
marineweather-realtimecollection do the msc-pygeoapi configuration in order to include it in an upcoming release.
