Minor Refactor, Added support for Localization, Added German Localization, Some Fixes

  • Minor Refactor
  • Added support for Localization as requested in #13
  • Added German Localization
  • Added CVars for cache limits as requested in #25
  • Fixes whitelists being wonky on start up, especially for quick whitelist
  • Fixed JSON playlist format being broken
  • Fixed prevented timers from running indefinitely as a fallback by limiting them to 1h max.
  • Other minor Fixes
