Alpha release build for Lilygo Only

Added POC BLE Functionality:
When enabled scanned tags will be send over BLE instead of wifi in the format of simple serial. To ensure max compatibility, messages are sent in chunked. The current experimental format is:

[xx/tt]TEXT , where xx is the current chunck, tt is the total, and TEXT is the data of that chunk.

Use ZaparooEsp32.ino.merged.bin for first time flashing (web flash in chrome/chromium here)
