Code Review

This pull request adds the torchao dependency to support new quantization features. My review has identified a critical issue with the package name; it should be torch-ao instead of torchao to be installable via pip. The package name for PyTorch's Applied Quantization library appears to be incorrect. To ensure it can be installed correctly via pip, it should be torch-ao instead of torchao.
