This PR addresses a specification gap in the
route-ids-for-agencyendpoint by implementing strict validation for theversionquery parameter.Previously, the endpoint ignored the version parameter and returned a
200 OKregardless of the input. This update ensures the handler correctly identifies unsupported versions and rejects them with a semantically correct400 Bad Request, aligning with RESTful best practices.Changes Included:
