Reads from extra EFDC control file `EFDC2.INP` and set `ISICE` variable. This prevents negative calculation of water temperature in case of freezing.
Add support for second input file `EFDC2.INP`
Add WQDGSTOX: algae salinity / freshwater toxicity
An extra entry can be present at the end of C2 that provides the method used for writing output. The flag is stored `IBIN_TYPE`. Currently only the old behaviour is supported, selected through specifying `IBIN_TYPE = 0`
