First cut of a stdlib-only cash smurfing (structuring) detector. Scans CASH/ATM IN sub-threshold bursts and writes outputs: smurf_clusters, smurf_cluster_tx, smurf_alert_tx (+ alerts with R_STRUCTURING_01).
