Cross-Node Ledger Verifier tool

Add new Rust-based CLI tool for RustChain blockchain operations:
- Node health checking
- Epoch information
- Active miners listing
- Wallet balance checking
- RTC address generation (Bounty Scottcjn#674 Tier 1)
- RTC address validation (Bounty Scottcjn#674 Tier 1)
- Network address verification

This completes the Tier 1 (Utilities) requirements for bounty Scottcjn#674.

@sososonia-cyber — Closing your PRs (#638, #640, #644, #652, and bottube #284). Here's why:

  1. Account is 2 days old — brand new accounts submitting 4+ PRs simultaneously raise flags
  2. Duplicate submissions — you submitted competing PRs for the same bounties other contributors already claimed
  3. Previous PR Add rtc-types crate - RustChain API types #626 had Ethereum-style types that didn't match our API
  4. Don't follow @Scottcjn

We accept work from new accounts, but you need to demonstrate genuine engagement:

  • Follow Scottcjn
  • Star key repos
  • Pick ONE bounty, build it well, submit it
  • Don't spray multiple PRs simultaneously

The contributors whose PRs we kept (noxxxxybot-sketch, ArokyaMatthew, dayi1000) all followed, starred repos, and built relationships before submitting large PRs.
