Changes look good, though I spotted a typo I'll correct before merging. (one of the sentences says "(%)" instead of "percentage (%)", which is what the other sentences use) |

This PR expands the discussion of forecast error metrics, including the interpretation of metric values (for the metrics supported by the Arbiter).
This PR is meant to resolve issue #222
