Summary
Adds manual scrolling support for the sidebar project tree, including keyboard and wheel-driven scroll state, focus/refocus behavior, and scroll anchoring through display-list rebuilds.
Impact
Users can navigate long sidebar project trees without losing position when the tree rebuilds or focus changes. The change also expands sidebar coverage so regressions around scroll anchors and workspace rebind behavior are caught in tests.
