chore(deps): migrate to @bomb.sh/tools

We are unifying our tooling across the organization using @bomb.sh/tools which proxies tools like tsdown, oxfmt, oxlint, vitest, publint, and more.

This PR:

• removes unbuild, prefering tsdown via bsh build
• replaces biome with bsh format (oxfmt)
