chore(test): colocate tests

We are unifying our tooling across the organization using @bomb.sh/tools which proxies tools like tsdown, oxfmt, oxlint, vitest, publint, and more.

This PR:

• delegates vitest + config to bsh test
• delegates stdin/stdout mocks to @bomb.sh/tools/test-utils
