For the `-patched` release, some code is removed from the HAProxy code via a code patch. The underlying code has been adjusted in 3.0+ and did not match our patch anymore. This provides an updated patch that works with the current code base.

verified by applying the patch to the 3.2.0 code base, which removed the code fragment we want gone. The code fragment is the same in the currently available master release of haproxy: 3.4-dev0 |

Tested deploying haproxy with the patched release it now works with the fix |
