TODOs:

Add click event for toggling visibility of layer
Communicate visibility of layers throughout components
add layer visibility to actual request
add checkbox to service
proper styling

Done:

(only) load service layers (of MapServer) when expanding
cache loaded service layers, so subsequent expands/collapses will not trigger new requests
