Other than just general rewriting/restructuring, there are some changes here: - Reporters no longer need to create a CMS account. - Remove requirement for patch to be fixed before payment. This can lead to unreasonable delays in payments where an issue is legitimiate but not high enough priority to fix immediately. - Remove "code fix bonus" because we have never given this award, have no plans to give it, and we have no process for sizing such a bonus.
