Description
we are getting inconsistent errors when updating the environment to use python 3.10. It is unclear what is causing this as they appear as a timeout however digital-land-python supports python 3.9 and so does duckdb 1.4.x so locking to this is sensible. This should happen in the package but et's do it here for now
