looks good to me, this is safe to already enable, tested on mainnet for a while and I use it myself with eth-docker
it's worth pointing out though that to allow inbound connections via quic users will have to configure their ufw/router, not the end of the world if they don't since outbound quic still works either way

What I did
Enable Quic for Lodestar. This is a breaking change and requires Lodestar 1.41.0 or later
Quic is expected to be default-on from Lodestar 1.42.0
