feat(table): add MRT row selection and bulk action controls

Multiselect on MRT Table with bulk actions was added for the MCP settings permissions page.
But we decided we'll not use MRT table and bulk action for permissions.

Separated out the row selection and bulk action in this PR just in case we need it in future.
