We probably can't change this verbatim for acloud compatibility reasons, but we can at least have a common reference such that when we can change it, the change becomes relatively trivial.

(Side-step the discussion on #1485, which isn't a blocker for the greater work, but this changes the acloud_cvd_temp reference in locking code, which we'll be changing next.)
(Yes, I know l40 on base/cvd/cuttlefish/host/commands/cvd/instances/lock/instance_lock.cpp is an awkward dependency, but let me know if there's a more suitable way around it.)
