Toolbar improvements & fix(Image): fixes pasting of "Copy as Image" copied images

1. Adds support for ToolbarProps.tooltipSide (top | bottom): Controls where the tooltips of buttons in the toolbar open up (on top or to the bottom).
2. Adds support for "tooltipOptions" for individual extension buttons - can be used to customize the TooltipContentProps of individual buttons.
3. Fixes pasting of images when the clipboard contains the image as a file and as HTML (link) representation: Now processes the "file" from the pasted content correctly instead of linking the image twice. Can be reproduced in the playground by choosing "Copy as Image" from some web page and pasting the content to the editor.
