Initial rust implementation

DO NOT MERGE!

The local version can be compiled by running

maturin develop --release

from inside rust folder.

The implementation uses env var to disable rust (if skyllh-rs is installed):

os.environ.get('SKYLLH_DISABLE_RUST', '').strip().lower() in ('1', 'true', 'yes')
