This is my first PR here so please forgive me if it's not quite right. These two files are for the DAC61402 and DAC81402 precision high-voltage DACs from TI. Datasheet here: https://www.ti.com/lit/ds/symlink/dac61402.pdf.
The footprint already exists in the library with the name "TI VQFN32 RHB".
