This gets around the issues with binary wheels and cargo. It is borrowed from COS charms.
We wil build and publish across platforms manually for the time-being.
Instead of using the data-platform-worflows to build the charm, just pack it from the local arch to using in the integration test.
The branch name became 4.0-use-uv instead of 4.0.
