1.升级docker原版本中，在install_docker中做了判断如果在/usr/local/bin/docker如果存在则直接退出。取消这里的判断。
2.升级docker compose也是有类似判断，进行优化，并且升级docker compose时没有调用install docker compose，进行优化。
