py314-luma.emulator and dependencies: add py314 subport

Description

A filtered list of the ports listed by port rdeps py314-luma.emulator that are addressed in this pull request:

py314-luma.emulator
  py314-game
  py314-luma.core
    py314-cbor2
    py314-smbus2
    py314-pyftdi
      py314-pyusb
      py314-serial

py-cbor2, py-pyftdi, and py-luma.core are updated to their most recent versions.

py-game and py-smbus2 have their py39 subports removed, as they have no dependents.
