xastir: update to 2.2.2

Description

Update xastir to version 2.2.2

In addition, fix configuration with PROJ and now build using latest PROJ, which is the version libgeotiff uses.

(Xastir is not actually using PROJ, but it is checked during configuration and surprisingly linked to, because it is needed for libgeotiff.)
