…-block. For issue #1616. Testing this before doing the same in `[[jsxgraph]]`. Warning! Does not acknowledge the possibility of import-statements inside comments. Also injecting import statements won't work they need to be static.
…he logic will not respect JS-comments. Also remove some old Stateful fragments from the validation logic of `[[jsxgraph]]`.

Fixes #1616 in a way that may have some side effects, but that can be bypassed by using the same workaround as in #1616. Has no effect on existing materials, as this only affects what was impossible to write due to #1616.
