Given we had a mix of markdown and RST, it's clear that devs prefer the former. This also allows me to use GitHub's fancy rendered markdown warnings and notes :)

This PR also switches the README from RST to markdown. Given we had a mix of markdown and RST, it's clear that devs prefer the former. This also allows me to use GitHub's fancy rendered markdown warnings and notes :)
