Releases 0.49.0 (version bumps in pyproject.toml, _version.py, manifest, and changelog) and updates the tracked OpenAPI spec URL/hash.

API surface update: adds an optional instructions parameter to stores.question_answering() (sync + async) and includes it in the request body. Type definitions are updated to support instructions in StoreQuestionAnsweringParams and in agentic search config typed dicts (e.g., StoreChunkSearchOptionsParam.Agentic... and file search params), with tests extended to cover the new argument.
