Description

As discussed on zulip and in core team meetings, this PR updates our governance documentation to clarify the roles and responsibilities of the core team and steering council, and expand on the process for nominating and onboarding new members.

One addition which we did not discuss is the process for expelling core team members and SC members (although we did discuss the need for such a process). @jni and I spoke about it today and based the addition in this PR on the cooperative rules, which we thought were reasonable. Of course, like all changes in this PR, this is fully open for discussion and feedback!

@brisvag thanks for the lightning-fast approval! This PR is not yet ready for review though, I've still got a few updates to make both to the SC section and to the core team section. Hoping to have them done by the end of the week!
