Fabric mixin 0.16.5 contains a breaking change. Luckily, the compat level annotation system lets mixin be incremented in FML without causing a BC for mods. Since neo is in a BC window, this PR bumps mixin and also increments the compat level. Mixin can also be incremented for FML 9 (and the MC versions that depend on it) if #339 is merged.
