This adds openmetrics_pyperf_reset file, which silences warnings about missing metrics. This should fix a bug where metrics are not being reported as well.

Description
This fixes PCP reporting issues reported by #56.
Simply this adds a reset file to provide the PCP functions so metrics are well defined.
