chore: remove legacy org hibernating message

There was a legacy message at org level about all projects hibernating. This was based on projects having an active prod deployment. With dev deployments there can be a case where a project has only active dev deployments. In this case we would need to query for each project to show the same org hibernating message.

Since we dont really need this message, project level will still have the same message, removing it to simplify things.
