Add 99Tools - Regex Tester & Visualizer

I’ve added 99Tools to the resources. It’s a regex visualizer and tester designed to help developers debug complex patterns without the usual trial and error. I found it helpful for streamlining my own workflow and thought it would be a solid fit for the Rocky community.
