Merge git commit history from `sei-wasmd` into `sei-chain` and update the replace directive in root of `sei-chain` to use relative path. >[!NOTE] > The merged commits from `sei-wasmd` point to [`v0.3.9`](https://github.com/sei-protocol/sei-wasmd/releases/tag/v0.3.9), consistent with the version bubbled up to `sei-chain` prior to this migration. Note that 4 commits from `sei-wasmd` are excluded, where 2 of which carry functional significance. Due to [issues detected during the bubble up related to high gas usage](#2401) the work here explicitly excluded those commits. A seprate set of PRs will re-introduce the excluded commits to isolate risk from mono-repo migration. > The PRs that need to be seprately bubbled up to `sei-chain` are: > * sei-protocol/sei-wasmd#80 >* sei-protocol/sei-wasmd#82
