Feature/ab#2121 use cvbase update visionapi

Description

• Remove boxmot dependency (dramatically reduces complexity and size of the build)
• Copy OCSort implementation (the only one we use) from boxmot with attribution
• Update to Python 3.13
• Update all dependencies (as far as possible)
• Remove config option for DeepOCSort

How has this been tested?

• Local test with a running SAE input
• Docker test with a running SAE input
