The redirects turned out not to be the problem, so reverting those changes.
Andrew found _afterLogin() call that populated the user's permissions. Without user permissions, we fail a permission check on the home page that caused us to go into a redirect loop. Calling _afterLogin() manually seems to have fixed the issue.
