In the future, we're going to depend on the published runtime package. Prior to it's publishing, we can only depend on the source, but this would require any consumer to build the runtime from source at install time. The alternative is to ship the runtime binary as part of core-crypto for the time being, which is what we enable here.
…ntime wrapper We need this hack because UBRN doesn't know about our runtime wrapper.
