Change all the dependency packages to October releases

Purpose

This PR updates several dependency versions across the repo packages to revert them to October releases. The key goal is to avoid potential issues introduced by the most recent releases, and stabilize the dependency graph by locking to versions known to work in October with strict versioning.

What changed

Updated devDependencies / dependencies / peerDependencies in root and sub-packages by removing caret (^) in package.json and pnpm-workspace.yaml.
