refactor(metric): increase bucket size

What's changed and what's your intention?

This PR

• Change Failed recovery attempts to Recovery Failure Rate for better visualization, as requested by users.
• Increase histogram bucket size for barrier latency.

If we want to provide recovery rate, let's do it in a separate panel. Because recovery attempt gives us the precise timestamp where recovery occurs. If we use rate, we lose this event info.
